William Rocha

Vice President

William (Bill) Rocha has more than two decades of construction industry experience, all with F.H. Paschen. He began his career as a Construction Intern and grew through successive project and leadership roles across multiple regions, including Chicago, Florida, the Mid Atlantic, and now Texas. Bill holds a degree in Civil Engineering from the University of Illinois at Urbana Champaign.

Throughout his career, Bill has successfully delivered projects across a wide range of markets—aviation, healthcare, municipal, K–12 and higher education, government, and the Department of Defense. His portfolio includes complex work in active, occupied, and mission critical environments, where he has led teams executing highly phased renovations, infrastructure upgrades, and facility improvements while maintaining safety, security, and operational continuity.

Bill is experienced in numerous procurement and delivery methods including Job Order Contracting (JOC), design bid build, design build, and Construction Manager at Risk (CMAR). His ability to navigate diverse delivery models, build strong client relationships, and lead multidisciplinary teams has contributed to successful programs at the local, state, and federal levels.

As Vice President overseeing F.H. Paschen’s Texas region, Bill focuses on expanding the firm’s footprint statewide and delivering high value construction solutions for public and private sector partners. He is committed to fostering a collaborative culture, developing future leaders, and ensuring every project reflects the company’s core values of quality, integrity, and client service.
