F.H. Paschen Commissions First Runway in Company History

Runway 9C-27C at O’Hare International Airport is 2-miles long, 200 ft wide, and can handle the largest aircraft currently in operation.

Our project team began construction of the Runway in May of 2017 following the low-bid award of Bid Package #1. The successful bidding and award of this project was an entry into the very competitive market of runway construction. The experience gained from constructing runways has led to three additional runway projects.

The commissioning of 9C-27C was a big deal for the City of Chicago, Department of Aviation, and the region. The additional runway increases efficiency and capacity while enhancing safety at the world’s busiest airport.

For our work on the O’Hare Modernization Program, we were awarded Contractor of the Year from the Chicago Department of Aviation and will be recognized at the Illinois Road and Transportation Builders Association (IRTBA) Awards Ceremony. Paschen is proud to be one of the few general contractors selected to participate in the largest modernization program that the City of Chicago has ever commissioned. Together with Turner Construction, as Turner Paschen Aviation Partners, we were selected as a Construction Manager At-Risk for the O’Hare 21 Program. 

2019 began with an exciting opportunity with the City of Chicago and Chicago Department of Aviation (CDA) for their O’Hare 21 project. This is an $8.5 billion investment for the redevelopment and modernization of O’Hare International Airport to provide an efficient, accessible and modernized gateway to the world. 

F.H. Paschen is now poised to increase its position as a national aviation contractor having completed projects at O’Hare, Midway, Milwaukee, St. Louis, Indianapolis, Baltimore, and D.C. Airports. The incredible efforts made by our project teams over the years have strengthened and enhanced our aviation experience and reputation in this market.

F.H. Paschen accepted the 2019 Project Award from the Construction Management Association of America (CMAA) for the American Airlines Concourse L/Stinger. 

We constructed a new concourse capable of handling five regional aircrafts with a pedestrian bridge tying into existing Terminal 3. The new facility includes hold rooms, concession areas, restrooms, airline support spaces, mechanical spaces, and circulation areas. 

In addition to the complex nature of building on an active airfield, Paschen had to devise innovative methods for erecting a nearly 600’ long walkway without impacting the gate operations of six different carriers. To address these challenges, Paschen, in collaboration with the design engineers, fabricator, erector and American Airlines, came up with a design for the bridge that would allow the walkway to be erected in three segments. The pieces were originally built on the ground, so they could eventually be hoisted up in the air and placed. 

This award joins the 2019 Construction Industry Service Corporation (CISCO) – Top Project Chicago, New Construction, American Airlines Concourse L / Stinger.

F.H. Paschen delivered the new American Airlines L Stinger Concourse at O’Hare International Airport, the first gate capacity expansion in 25 years.

“This project is a true testament of the successful collaboration between client, designer and contractor. The progressive spirit of the team made the project successful in so many ways,” said Frank Mullaghy, Vice President of Paschen’s Aviation Group. “Key performance indicators with respect to the budget, schedule, safety and quality were achieved through the commitment and experience of our managers and workforce coupled with the mutual respect of each team member, open communication and transparency across the project.”.

Paschen also delivered on their commitment to utilizing a diverse group of subcontractors and workers. Paschen granted over 47 percent of this project’s subcontracts to minority and women owned businesses and over 48 percent of work hours were performed by skilled minority workers.

Paschen was selected along with the design team of Corgan, Jacobs, Thornton Tomasetti and HTP, who together provided a seamless integration of design and construction. Utilizing a CM@ Risk delivery method, Paschen delivered this project on time and on budget by working hand-in-hand with the Design Team, Department of Aviation and American Airlines while minimizing disruptions to active airfield operations.

Construction Interns from Chicago Public Schools and Westinghouse College Prep High School visited the Chicago Department of Aviation (CDA) on June 27th 2017 to learn about airport construction operations at O’Hare and Midway International Airports.

The day began with a summary of work at both airports, including an overview of the O’Hare Modernization Program, the day to day operations, and key “fun facts” for the students about airport operations. The students were then escorted to the airfield, where they visited the Aircraft Rescue Firefighting training simulator, and learned about the facility and how airport rescue teams are trained.

The students then visited an active jobsite on an in-operation airfield at the Runway 9C -28C project. From there they visited the Airport Maintenance Complex to see how the fleet of snow removal equipment is utilized to keep runways and taxiways open during the winter months.

Finally, the students toured the American Airlines Stinger construction site to learn how the building is being completed next to a fully operational concourse.

Diana Mendoza, Freshman at Westinghouse College Prep, commented “I thought it was informative with different terms and interesting with the various surprises and the nitty gritty details.” Ramon Quninto, Sophomore at Westinghouse College Prep, added “I thought it was really interesting because of the planes and the things I learned. I didn’t expect the airport to be so massive, and the jobsites look very cool. It was a great experience.”

We thank the Chicago Department of Aviation for giving these students the opportunity to see the airport from a different perspective and to observe the various operations of an active airfield.
