William Rocha

Bill has over 20 years of construction industry experience – all with F.H. Paschen. He began his career as a Construction Intern, gaining hands-on experience with educational and institutional projects. After earning his degree from the University of Illinois at Urbana-Champaign, he joined the company as a Project Engineer in the JOC Division, working on a variety of contracts, including USPS, Chicago Transit Authority and Chicago Public Schools. He also had the opportunity to work on traditional lump sum projects across multiple sectors including healthcare, education, mass transit, aviation, department of defense, and municipal infrastructure.

A proven leader, Bill has extensive expertise in IDIQ contracts, understanding the unique tools and skill sets required to successfully manage these client-driven projects. Throughout his career, he has overseen a wide range of construction programs, including healthcare facility renovations, large-scale municipal projects, and federal contracts.

Now serving as Vice President of our Houston office, Bill is focused on expanding F.H. Paschen’s presence in the region and delivering high-quality construction solutions to clients across various industries.

Michael Hepworth

Michael has 20 years of construction industry experience. He has experience managing healthcare and higher education projects for clients that include the MD Anderson Cancer Center and the University of Texas Medical Branch in Galveston (UTMB). As Senior Project Manager, Michael will plan, direct and coordinate all project requirements to ensure that goals and objectives are accomplished in accordance with prescribed priorities, time limitations and funding constraints.

Michael Carroll

With 37 years of experience in the construction industry, Michael Carroll brings extensive expertise in managing Job Order Contracting (JOC) projects within healthcare environments. Since joining F.H. Paschen, he has played a critical role in overseeing daily field operations, ensuring safety, quality, and compliance with contract specifications.

Michael holds multiple healthcare-specific certifications, including Certified Health Safety Professional (International Board for Certification of Safety Managers), Healthcare Construction Certificate (American Society for Healthcare Engineering), and ASHE ICRA 2.0 Training. His deep understanding of infection control, patient safety, and healthcare facility regulations allows him to navigate the complexities of active medical environments.

He has successfully managed JOC contracts for institutions such as the University of Texas Health Science Center, the University of Texas Medical Branch, and Harris Health System. His expertise in coordinating subcontractors, maintaining strict safety protocols, and delivering high-quality results makes him a trusted leader in healthcare construction.

Mario Melendez

With 25 years of experience in the construction industry, Mario is a seasoned professional known for successfully managing and delivering complex projects across diverse sectors, with a strong focus on healthcare and medical research facilities. His expertise includes overseeing healthcare additions and renovations, upgrading MEP infrastructure, and ensuring that critical systems operate seamlessly in active medical environments.

Mario has led high-profile healthcare projects such as the $37 million United Regional Medical Office Building, the $27 million UT Southwestern 2017 TRB Projects, and the $8 million Simmons Cancer Center Additions and Renovations at UT Southwestern. He also managed the $7.9 million Terrell State Hospital Demolition and Emergency Power Upgrades, demonstrating his ability to navigate complex projects while maintaining safety, quality, and operational continuity.

An expert in managing all phases of the construction lifecycle—including estimating, bidding, contracting, scheduling, and risk management—Mario is known for his collaborative leadership style and his ability to build long-term relationships with internal teams, external stakeholders, and clients. His results-oriented approach ensures that project goals are met while aligning with the highest standards of safety and quality.

Daryl Lesny PE, LEED AP BD+C

Daryl Lesny is a Vice President at F.H. Paschen with over 25 years of construction industry experience, including more than 24 years with the firm. He has led complex projects across Chicagoland for clients including the Chicago Department of Aviation, major airlines, and municipal agencies.

His portfolio includes the O’Hare Terminal 1 Canopy, Terminal 2 Interior Upgrades, the Springfield Avenue Pumping Station Electrification, and the Sarah E. Goode STEM Academy. Now part of the Estimating Department, Daryl leads subcontractor solicitation, scope development, and proposal evaluation.

Known for his collaborative approach, Daryl is also a dedicated mentor who actively supports the growth of emerging talent across the organization.
